MESSAGE TO THE FINANCE COMMITTEE OF LEGISLATIVE COUNCIL.

His Excellency the Governor has the honour to present for the consideration of the Finance Committee of the Legislative Council the items (Nos. 89 to 97 of 1934) of supplementary expenditure set out below.

The Bureau has intimated that it will cease functioning in the near future.

4. As Hong Kong must have a proper fumigating and disinfecting plant and as no other can be obtained at short notice, Government have decided to take over the plant now owned by the Bureau.

5. To permit of continuation of operations without undue risk of breakdown through handling by inexperienced staff it is necessary to take over some of the company's staff.

6. A supplementary vote for $35,000 is requested covering the pur- chase, necessary repairs and maintenance for 1934 the cost of the Clayton Barge and Aldecoa being $31,400 whilst staff and stores for three months amount to $3,600.

89.-22, Medical Department :-Expenses in connection with fumiga- tion and disinfection of shipping

1. Under article 14 of the International Sanitary Convention to which Hong Kong is an adherent "Governments undertake to maintain in and around their large ports, a sanitary service possessing an organization and equipment capable of carrying out the application of the prophylactic measures in the case of the diseases coming under this convention."

2. For the destruction of rats or insects (fleas, lice, mosquitoes, etc.) a fumigating plant is an essential, and for the destruction of infection in clothes, bedding and certain forms of merchandise a disinfecting plant is a necessity.

3. Up to date the Colony has relied on the Fumigating Bureau (which possesses the only fumigating plant in the Colony) for the fumigation and disinfection of ships.

Provision made in Estimates (page 46 sub-head 37)...$

The amount provided in Estimates has proved insufficient as the cost of building the bodies of the Dog Cage Vaus was under-estimated. A supplementary vote for $130 is requested.

The above is to be met from savings under "1 Gestetner Duplicator" (1934 Estimates page 46 sub-head 42).

91.-29, Charitable Services:-13, Salvation Army Women's Indus- trial Home

$ Provision made in Estimates (page 90 sub-head 13)...$ 2,400

The Salvation Army has rented No. 2, Embankment Road, Kowloon Tong, for the purposes of the Salvation Army Women's Industrial Home. The premises are also to be used as a Home for girls under Ordinance No. 1 of 1932. The rent of this house is $275 p.m. toward which it is pro- posed that the Government shoull contribute $100 p.m. as from 1st August. As there is no provision made in the current estimates, a supplementary vote for the sum of $500 is requested.

It is considered necessary to carry out additional work at the Kowloon Hospital. This work which comprises removal of spur of hill, turfing and levelling, enclosing a verandah, supplying sunblinds and a refrigerator, is estimated to cost $9,600.
